For distributors
Every economic entity trading in tires must post information to buyers at the point of sale:
- Which tire importer supplies commercial tires to the Lithuanian market?
- Who will finance the collection and disposal of sold tires after their use?
- Which tire waste collector will handle End-of-Life tires for free?
- Contact information for the waste tire collector who receives funding from the specified tire importers
This information must be published at the point of sale by all tire sellers, regardless of the type of tires sold (new, used or reconditioned) and where they are sold (in stores, service stations, markets or online), and whether the trading activity is carried out by companies or individuals under a business license. Natural or legal persons providing technical services must accept from the client as many End-of-Life tires as are generated during the provision of services, keep records of waste generation in the GPAIS and transfer such waste to a waste manager who has a permit to manage End-of-Life tires.
For manufacturers and
importers
Fulfilment of obligations of tire manufacturers and importers:
FAK | Ministry of Environment of the Republic of LithuaniaIn Lithuania, the principle of producer responsibility applies to the management of waste tyres. Under the principle of producer responsibility, manufacturers and importers are responsible for: the environmental impact of the products they supply to the domestic market throughout their entire life cycle from production to safe waste management, including the organisation and/or financing of the collection, transport, recycling, recovery and disposal system, the implementation of the established waste management tasks for products, the provision of information about products, packaging and their waste management to users and waste managers of these products, the acceptance, management and financial responsibility for products placed on market and waste generated after their use.
Manufacturers and importers must:
- Register in Unified Product, Packaging and Waste Record Keeping Information System ( GPAIS – www.gpais.eu )
- Organize product and packaging waste management
- Sign agreements on tire waste management with all municipalities or Regional Waste Management Centres for partial financing of bulk waste collection sites and organisation of waste (tire) collection and treatment.
- To educate and inform the public on waste management issues in accordance with the procedure established by the Minister of the Environment
- To pay for the costs of waste management of taxable products (tires), public education and information on waste management issues
- Maintain records of products placed on the market and submitting reports (in the case of taxable products, also declarations of environmental pollution tax)
Producers and importers
may fulfil the established obligations:
- Individually – by organising the management of waste generated after the use of products and packaging (as well consumed for their own needs) supplied to the domestic market of the Republic of Lithuania and by fulfilling other obligations;
- Collectively – by establishing an organisation of producers and importers specified in the Law on Waste Management (in the case of packaging – in the Law on the Management of Packaging and Packaging Waste) and (or) by becoming participants in such an organisation and entrusting it with organising the management of product and packaging waste and fulfilling other obligations established in the aforementioned laws (except for the obligation to register and keep records) or by entrusting an organisation on a contractual basis with organising the management of product and packaging waste and fulfilling other obligations established in the aforementioned laws (except for the obligation to register and keep records) without becoming participants in the organisation.
- Application of the product pollution tax payment. Payment of the tax does not exempt the manufacturer and/or importer from performing all other obligations and tasks.
